About this opportunity
The U.S. Nuclear Regulatory Commission is conducting market research to identify vendors capable of providing independent technical assistance in updating NUREG-1520, NUREG-2212, and related interim staff guidance documents, with responses due by July 13, 2026. This is a sources-sought and request for information notice; no solicitation is currently posted, and submission of capability information is voluntary with no government financial responsibility for response costs.
NUREG-1520 provides guidance to NRC staff reviewing applications to construct, modify, or operate nuclear fuel cycle facilities. NUREG-2212 is under development to guide safety, radiological, and criticality reviews for facilities possessing or using significant quantities of special nuclear material without triggering integrated safety analysis requirements under 10 CFR Part 70, Subpart H.
The NRC seeks vendors to update existing guidance chapters for fuel fabrication, enrichment, and reprocessing; develop new sections addressing emerging technologies including TRISO fuels, metal fuels, molten salt fuels, mixed-oxide fabrication, pyroprocessing, and aqueous separation; and improve document structure, formatting, and artificial-intelligence compatibility. Work is performed remotely with bi-weekly Microsoft Teams meetings with the project manager. The anticipated contract start date falls between October 1, 2026 and December 31, 2026, with a 12-month completion timeline.
Respondents must address 24 numbered priority areas covering technical and regulatory expertise, document structure updates, formatting and templates, supporting materials, and AI tool compatibility. Submissions must include a Capability Mapping Table explicitly linking qualifications to these areas, organizational conflict-of-interest disclosure per NRCAR Subpart 2009.5, company size and small-business status, past-performance references on similar projects, current NRC licensee work, GSA Schedule status, proposed labor rates or rough-order-of-magnitude cost estimates, schedule feasibility assessment, technology recommendations, and willingness to participate in capability presentations.
