The requirement calls for a commercially available or configurable off-the-shelf track-and-trace system to provide end-to-end visibility, monitoring, reporting, and accountability of materials, assets, products, and shipments throughout the supply chain. Functional scope includes user interface capabilities for ingesting vendor manifest files; tools, reports, dashboards, and production metrics for material tracking and key performance indicators; data migration services; machine range allocation and change history tracking; manifest file creation tools; and support for continuous integration and continuous delivery approaches. The solution must communicate with existing production equipment, programmable logic controllers, Government applications, and databases; provide network architecture planning; identify or provision required hardware and technical support; utilize radio frequency identification technology where applicable; and deliver onsite and offsite technical support, weekly reporting, training, and help desk services.

Place of performance includes GPO facilities in Washington, DC and Stennis Space Center, MS, with potential offsite contractor work. Security and compliance requirements encompass role-based access controls, data encryption, audit logging, secure authentication, system availability requirements, Government data protection, and compliance with federal IT security policies.

The anticipated contract structure is Firm-Fixed-Price with one 12-month base period and four 12-month option periods. The requirement is classified under NAICS 541511 (Custom Computer Programming Services) and PSC DA10 (IT and Telecom–Business Application/Application Development Software as a Service).
