About this opportunity
The U.S. Army Corps of Engineers Louisville District has issued a Special Notice regarding their intent to sole source a specific component for the Unmanned Fusion Warfare Laboratory (UFWL) Project at Naval Surface Warfare Center (NSWC) Crane, Indiana. The notice indicates that USACE will be soliciting proposals for the construction of this facility under a full and open competition using FY25 NISE-CIP funding. However, the fire alarm transceiver component will be sole sourced to Signal Communications Corporation (Sigcom) for their DTX fire alarm transceiver system. This equipment is required for fire alarm communication with base receivers and transmission to the central station. The overall construction contract will be awarded as a firm fixed price contract under the design-bid-build procurement method.
The purpose of this Special Notice is to inform the contracting community of the government's intent to include sole source specifications for the Sigcom fire alarm system in the upcoming construction solicitation, while providing an opportunity for other companies to demonstrate their capability to meet the same requirements. Interested parties who believe they can provide equivalent fire alarm transmission products may submit capability statements to the contracting officer at chase.j.rost@usace.army.mil by 10:00 AM ET on August 1, 2025. All submissions must be in writing and contain sufficient detail to allow USACE to evaluate whether the interested party can perform the specified requirements. The government will consider capability statements from all responsible sources, though this notice does not constitute a solicitation for competitive proposals. Companies must demonstrate their ability to provide fire alarm transceivers that can communicate with base receivers and transmit to central monitoring stations equivalent to the Sigcom DTX system.
