Notice text

****NOAA’s Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with the University of Michigan.

****The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS) Space Weather Prediction Center (SWPC) has a need for the University of Michigan’s (UM) professional services to transition to the geospace portion of the UM Space Weather Modeling Framework (SWMF) system.

The UM is the developer of the numerical model software and the holder of the software license agreement and copyright. UM is the only organization with the in-depth technical knowledge of their software that is needed for this effort and qualified to provide these services.

Currently, version 1.5 of the University of Michigan model has been transitioned to NCO and is in operations at NOAA’s Space Weather Prediction Center. Without support from the UM model developers, SWPC would not be able to sustain and improve a complex model that is critical for space weather customers.

Period of Performance:  1 year from date of award
