About this opportunity

The Internal Revenue Service Office of the Chief Procurement Officer intends to award a firm fixed price purchase order for the license renewal of the USPS National NCOALink with FastCheck software system. This is a sole source procurement with the United States Postal Service, which has been determined to be the only source capable of providing the required license with FastCheck software system under a Memorandum of Understanding between the IRS and USPS. The contract structure includes a 12-month base period and two 12-month option periods, covering a potential three-year total performance period. The procurement follows FAR 6.302-1 authority for sole source acquisitions and FAR 13.5 procedures, with interested parties required to be registered in SAM and submit quotations electronically in PDF or MS Word format. The original response deadline was September 8, 2025, and the government will award to the responsible offeror whose offer conforms to the stated requirements on an all-or-none basis, with partial quotes deemed unresponsive.

This procurement does not utilize any set-aside designations and is classified under NAICS code 491110 for Postal Service and PSC code R699 for Support-Administrative Other services. The United States Postal Service appears to be the incumbent contractor based on the sole source justification and existing memorandum of understanding with the IRS. While specific award values are not disclosed in the solicitation notice, the contract involves licensing fees for address verification and correction services that are critical to IRS operations. The place of performance is designated as Martinsburg, West Virginia, which aligns with the IRS's significant operational presence in that location. The procurement emphasizes that this is an all-or-none requirement, indicating the government seeks a comprehensive solution rather than partial services, and any amendments will be published on the contracting website with no telephone inquiries accepted.
