About this opportunity
The Department of Health and Human Services Office of the Assistant Secretary for Administration issued a sole-source Special Notice for development and implementation of the United States Core Data for Interoperability (USCDI) Plus Quality standard. Only Health Level Seven International (HL7) is authorized to perform this work, as it is the sole ANSI-accredited Standards Developing Organization with governance authority and intellectual property rights over FHIR standards.
The effort encompasses standards governance and lifecycle management; stakeholder outreach and coordination; development, testing, balloting, publication, and maintenance of the applicable HL7 FHIR Implementation Guide; implementation support; and activities to promote a sustainable, high-performing standard. The work derives a federally aligned quality standard from the existing QI-Core standard, updated to align with CMS quality measures and other applicable quality measurement requirements. HL7 is the only Standards Developing Organization authorized to ballot and publish a FHIR standard, making it the exclusive source for this acquisition. The Contracting Officer has determined that no other source is reasonably available to meet the technical and governance requirements specific to standards under HL7 authority.
