About this opportunity

The United States Air Forces in Europe and Africa is conducting market research to identify potential contractors to provide a comprehensive Salary and Benefit Data report for the United Kingdom, with data administered at Ramstein Air Base in Germany. The procurement seeks qualified companies with demonstrated experience in wage and benefit data collection and analysis to deliver national and regional compensation data across specified UK regions to support compensation determinations for local national personnel. Key contract requirements include providing detailed salary information for four benchmark job categories (Staff, Works, Catering, and Retail) across defined wage areas with minimum sourcing requirements, delivering data in both Excel spreadsheet and PDF narrative report formats, documenting both monetary and non-monetary benefits with frequency tables and weighted average costs, and including Pay Movement Factors representing annual pay increases. The government has not specified evaluation criteria in this pre-solicitation notice, as this is market research rather than a formal solicitation. Interested parties must submit capability statements and complete the Market Research Questionnaire by 1100 hours CEST on February 13, 2026, to SrA Cole West and Ms. Franziska Demmerle at the 700th Contracting Squadron; no contract will be awarded based on this notice, and the government will not reimburse response costs.

This procurement carries no set-aside designations and does not identify any incumbent contractors or award value ranges in the pre-solicitation notice. The anticipated period of performance is January 1, 2027 through December 31, 2027, with optional yearly extensions through June 30, 2032, indicating a potential multi-year contract structure. Base year deliverables are due no later than January 2, 2028, with subsequent year deliverables due January 2 of each option year through 2032, establishing clear performance timelines. The Statement of Work specifies detailed data requirements including minimum company source counts for each region and job category, with some regions requiring as many as 30 sources for certain positions, reflecting the scope and rigor expected. The Market Research Questionnaire requests feedback on the draft Statement of Work regarding restrictiveness or detail sufficiency, mobilization timelines needed between award and performance start, and general recommendations to refine the acquisition before formal solicitation.
