About this opportunity
The Naval Air Systems Command (NAVAIR) intends to issue a delivery order to Life Support International (LSI) for the sustainment of the UNI-PAC III, a 20-Person Search and Rescue System specifically developed for the P-8A Poseidon Aircraft. The contract will focus on the inspection and recertification of up to 20 life rafts per year, with a sole-source procurement approach under 10 U.S.C. 3204(e)(4). NAVAIR has determined that LSI is the only viable contractor due to their status as the Original Equipment Manufacturer (OEM) and the sole designer, developer, and manufacturer of the system. The government does not possess adequate license rights to the technical data package to support a competitive procurement. Interested parties may submit their capabilities in writing to Jacob Kost or Brittney Davis within fifteen days of the synopsis publication, though the government retains full discretion on whether to conduct a competitive procurement.
The contract opportunity is not set aside for any specific business category and is currently planned for award on September 27, 2025. The period of performance will span from Q4 FY2025 through Q1 FY2027, covering approximately 18 months of sustainment services. While specific budget details are not disclosed, the contract will involve LSI, located at 2250 Cabot Blvd W #255, Langhorne, PA 19047, performing specialized life raft inspection and recertification services. Companies interested in potential subcontracting opportunities are directed to contact Mr. Eric Skoglund at LSI via email. The solicitation number is N00019-24-RFPREQ-APM290-1149, and it falls under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a Product Service Code (PSC) of J042.
