About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a Union, Cell Gland for repair/modification, specifically NSN 7H-3655-010932151-CP with a technical data package version 004. The procurement involves 351 units to be delivered FOB origin, with a critical constraint that the Navy currently lacks the technical data necessary to produce this item. Companies interested in becoming an approved repair source must be certified as a Depot Overhaul Point (DOP) and complete a Source Approval Request (SAR)-Maritime form. The government intends to potentially negotiate with a sole source under FAR 6.302-1, with all proposals received within 45 days of publication being considered. Interested vendors must submit documentation demonstrating their manufacturing capabilities, which will undergo technical review by the Naval Sea Systems Command (NAVSEA) In-Service Engineering Activity.

The pre-solicitation notice indicates no specific set-aside for this opportunity, and the procurement is not being pursued under commercial item acquisition policies. The contract opportunity was posted on January 31, 2025, with responses due by March 17, 2025. The procurement may be subject to Free Trade Agreements and Buy American Act provisions, depending on specific DFARS clauses included in the final solicitation. Offers for remanufactured, surplus, or repaired items will be automatically deemed non-responsive. Award will only be made if the offeror, product, or manufacturer meets qualification requirements at the time of award, in accordance with FAR clause 52.209-1. The procurement falls under PSC Category 3655 for Gas Generating and Dispensing Systems, and the government emphasizes that the source approval process can be lengthy and is entirely at the discretion of NAVSEA.
