About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is procuring annual maintenance services for UNIFY console telecommunications systems through a sole-source commercial acquisition under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance). The contract specifically covers maintenance of the UNIFY/MCS system used for critical command and control communications at the 78th Air Base Wing Command Post, including multi-line phone capabilities, radio interoperability, recording functionalities, and secure user connectivity features. This procurement utilizes FAR Part 12 and Part 13 procedures and is justified as sole-source due to the specialized nature of the UNIFY/MCS systems and the lack of alternative vendors capable of supporting this unique configuration. The solicitation requires submission of a Safety and Health Plan within 10 days of contract award and mandates accident/incident reporting procedures throughout performance. The response deadline is July 29, 2025, with the solicitation posted on July 24, 2025.
The contract is designated as a Women-Owned Small Business (WOSB) set-aside and is sole-sourced to MCS of Tampa, Inc., which appears to be the incumbent contractor maintaining these systems across multiple Air Force platforms including the Air Defense Communications System. The procurement includes a base period from July 30, 2025 to July 29, 2026, with two one-year option periods extending through July 29, 2028, plus an additional six-month extension option. While the total contract value is not explicitly stated, the contractor's business size standard is noted at $34 million. The work will be performed at Warner Robins Air Force Base in Georgia, where the 78th Air Base Wing Command Post operates the critical telecommunications infrastructure requiring this specialized maintenance support. The contract includes comprehensive 24/7 customer support requirements with tiered response times for technical issues and extensive warranty provisions.
