About this opportunity
The Department of the Air Force Materiel Command, Air Force Life Cycle Management Center at Wright-Patterson AFB, Ohio has issued a Special Notice for the sole source procurement of Unify Communications Console Maintenance services. The Air Force intends to award a contract under FAR Subpart 15 for 24/7/365 maintenance of critical MACOM and node communication systems. This procurement is specifically for maintenance services of Unify communication console systems and OpenScape Xpert Dispatch Solution components. The contract will be structured as a firm-fixed-price arrangement that includes a base period and two option periods. The agency has designated Col. Paul W. Tinker as the Ombudsman to address contractor concerns during the proposal development process.
The primary objective of this Special Notice is to inform the contracting community of the Air Force's intent to proceed with a sole source award to Mission Critical Systems (MCS) of Tampa, Florida, based on their determination that only one source is reasonably available for this specialized requirement. Interested parties have until September 30, 2025, to respond to this notice. The government's market research and consultation with the original equipment manufacturer, Mitel, confirmed that MCS of Tampa is the only authorized vendor capable of providing the required maintenance services for this specific Unify communication system. The Air Force justified this sole source approach by citing that switching to alternative vendors would create increased time constraints, solution complexity, and performance risks that could negatively impact strategic cost reduction objectives. The contract falls under NAICS code 334111 for Electronic Computer Manufacturing and PSC code DA01 for IT and telecommunications business application support services.
