About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is seeking contractors to execute an Unidirectional Hydrant Flushing and Repair program focused on water distribution system maintenance at Aberdeen Proving Ground. The services include locating, inspecting, and assessing distribution system valves and hydrants; operating valves; recording water usage and flow data; and delivering project information in GIS format compatible with APG's current systems. Key requirements mandate a two-person professional crew, systematic water system assessments following AWWA manuals, annual backflow prevention device certifications, and the ability to work after-hours, weekends, and holidays to minimize disruptions to critical facilities such as medical centers and schools. The contractor must develop comprehensive documentation including weekly progress reports, a final report due within 30 days of project completion, customer notification materials, and detailed Excel spreadsheets documenting hydrant, valve, and flushing sequencing information. The Pre-Solicitation Notice was posted on November 24, 2025, with a deadline of December 5, 2025, allowing potential bidders limited time to submit questions or express interest in this market research opportunity.
This opportunity is designated as a Total Small Business set-aside, restricting competition to small business concerns. The government file does not identify any incumbent contractors or current contract holders, nor does it specify an award value or budget range for the procurement. While specific numerical details regarding the quantity of hydrants and valves to be serviced or the exact timeline for completion are not provided in the Pre-Solicitation Notice, the final report requirement of 30 days post-completion indicates a defined project lifecycle. The NAICS classification of 237110 (Water and Sewer Line and Related Structures Construction) establishes the industry category for this procurement. Small businesses interested in pursuing this opportunity should prepare proposals addressing the comprehensive scope of work, personnel qualifications, GIS delivery capabilities, and ability to coordinate work schedules around critical facility operations.
