About this opportunity
The National Oceanic and Atmospheric Administration is conducting market research through a sources sought notice to identify qualified vendors for an Underway Profiling System, with responses due by July 28, 2026. This is a sources sought synopsis, not a presolicitation announcement; NOAA explicitly seeks input from small businesses, HUBZone firms, 8(a) concerns, Service Disabled Veteran-owned enterprises, women-owned small businesses, and large businesses to inform acquisition strategy.
NOAA's National Ocean Service, Office of Coast Survey, Center of Excellence for Operational Ocean and Great Lakes Mapping requires a fully integrated, turnkey, highly portable underway profiling suite for deployment on small survey craft and vessels of opportunity. The system must support education and training of the hydrographic workforce, providing a complete out-of-the-box solution that enables rapid mobilization and configuration of a Moving Vessel Profiler for continuous water column data collection.
The system must include all components required for vessel deployment—winch, davit, control box, logging instrument, sensors, and software—and must be highly portable and deployable by a small team. The system must function as a practical, industry-standard platform delivering realistic operational experience to surveyors in modern hydrographic survey techniques.
Solicitation 141009-26-0083 falls under NAICS 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and PSC 5845 (Underwater Sound Equipment). No set-aside is anticipated. No contract value, performance period, or quantity is specified in this market research phase.

The NOAA National Ocean Service (NOS), Office of Coast Survey (OCS) Center of Excellence for Operational Ocean and Great Lakes Mapping (COE) requires a highly portable, space-saving underway profiling suite for use on small survey craft and vessels of opportunity.
BACKGROUND:
The Center of Excellence (COE) requires a fully integrated, turnkey, highly portable, and rapidly deployable underway profiling system to directly support the education and training of the hydrographic workforce. This turnkey system must provide a complete, out-of-the-box solution that allows personnel to rapidly mobilize and configure a Moving Vessel Profiler (MVP) for continuous water column data collection. This hands-on capability is critical for developing operational proficiency and maintaining instructional readiness in modern hydrographic survey techniques. Furthermore, this must be a fully functional, practical, and usable system for surveyors, ensuring that personnel receive realistic, industry-standard experience with underway profiling equipment.
TECHNICAL SPECIFICATIONS:
The operational requirements for this system are:
- It must include all required components to mobilize on a typical vessel-of-opportunity (winch, davit, control box, logging instrument, sensors, and software).
- The system must be highly portable and capable of being deployed by a small team, specifically tailored for instructional environments and use on smaller survey vessels.
- The resulting data must meet or exceed NOAA’s highest hydrographic quality specification (“Exceptional”) as outlined in the Hydrographic Surveys Specifications and Deliverables.
- System mobilization, from packaged to deployed on a typical vessel-of-opportunity, must be achievable in a rapid timeframe by a practiced team with common hand tools.
- The system must be delivered “turn-key” and ready for deployment.
- (Qty - 1) Underway Profiling System. Includes Davit, Winch, Control Box and Software, and Spares Kit.
- (Qty - 1) 3 Port Logging Instrument Package, 500 m. Shallow water profiler with integrated WiFi and Real-Time serial output via Subconn connector. Internal battery recharges via USB. Includes Pelican case and midsize cage optimized for CTD, CTDSV or similar configuration.
- (Qty - 1) X2change™ Sensor: Conductivity & Temperature, 0-90 mS/cm with Initial Accuracy +/- 0.01 mS/cm, -5-45°C with Initial Accuracy +/- 0.005°C.
- (Qty - 1) X2change™ Sensor: Pressure, 0-500 dBar.
- (Qty - 1) X2change™ Sensor: Sound Velocity, 1375-1625 m/s.
