About this opportunity

The Department of the Navy's Naval Sea Systems Command (NAVSEA) is issuing this Request for Information (RFI) on behalf of the Program Executive Office Integrated Warfare Systems Undersea Systems (PEO IWS 5.0) to conduct market research for the Undersea Warfare Decision Support System (USW-DSS) FY27 Multiple Award Contract IDIQ. The procurement seeks scientific and engineering support for advanced electronic warfare capabilities, specifically focusing on integrated undersea sensors, sonar processing for submarine and surface ship combat systems, and integrated Anti-Submarine Warfare (ASW) command and control systems for surface ships and aircraft carriers. Key functional areas include program management and systems engineering support, software/hardware development and integration, USW tool set and command and control software development, test and evaluation, training, installation support, and procurement of commercial off-the-shelf products. Contractors must possess security clearances up to Top Secret/Sensitive Compartmented Information (TS/SCI) level and support continuous improvement of the USW DSS through twice-yearly Capability Drops. The RFI was posted on September 23, 2025, with a response deadline of October 21, 2025, though this notice is explicitly for market research purposes only and does not constitute a solicitation.

This opportunity carries no set-aside designation and is open to full and open competition under NAICS code 541715 for Research and Development in the Physical, Engineering, and Life Sciences. The RFI does not identify any incumbent contractors or provide specific award values or budget ranges, as this is a preliminary market research effort rather than a formal solicitation. The contract structure is designed as an Indefinite-Delivery Indefinite-Quantity (IDIQ) Multiple Award Contract, suggesting multiple contractors may be selected to compete for task orders over the contract period. The scope encompasses supporting various Navy platforms including submarines, surface ships, and aircraft carriers, with emphasis on developing battle management aids, tactical decision tools, user interfaces, and analytics for track management. Industry responses to this RFI will not impact future solicitation participation, and companies that do not respond remain eligible to participate in any subsequent formal procurement process.
