About this opportunity

The Department of the Air Force Air Education and Training Command, through the 47th Contracting Squadron, is conducting market research for an underground utility infrastructure survey at Laughlin Air Force Base, Texas. The procurement seeks contractors capable of identifying, locating, and mapping existing underground utilities including electrical, water, gas, sewer, storm drainage, and communications systems across five designated survey zones. Contractors must demonstrate capability to deliver accurate GIS data in accordance with ASCE 38-02 and Air Force SDSFIE standards, utilizing both quality Level B and spot-verified Level A methods through non-destructive test holes and GPS data collection. The project requires reconciling utility data across multiple systems including GeoBase, Real Property, and NexGen IT to ensure proper alignment and accountability of linear assets. Final deliverables must include a detailed study report, CAD drawings, and a GIS geodatabase subject to government review and formatting requirements. Companies interested in responding to this Request for Information must submit their capabilities and small business size status by July 28, 2025, to A1C Theodore Hyatt via email.

This pre-solicitation notice operates under NAICS code 541360 for Geophysical Surveying and Mapping Services and does not include any set-aside designations, making it available for full and open competition. The government emphasizes that this is strictly a market research effort and does not guarantee contract award or constitute any commitment by the Air Force. The RFI requests information on contractors' technical capabilities to fulfill the statement of work requirements and their small business socioeconomic program status, including participation in 8(a), HUBZone, SDVOSB, or WOSB programs. The project involves surveying operations across five specific zones at the Air Force base, though the government has not disclosed any budget ranges or estimated contract values in this initial market research phase. No incumbent contractors or previous service providers are identified in the notice, and the government will not reimburse companies for any costs associated with preparing and submitting their responses.
