About this opportunity
The National Park Service (NPS) Midwest Region is conducting a market survey to identify contractors capable of performing non-invasive leak detection on a geothermal heating and cooling system at Ulysses S. Grant NHS in St. Louis, Missouri. The primary objective is to detect and locate a leak within the system that is currently losing approximately 40 gallons per day, with the leak isolated to one of five system laterals that is now disabled. The NPS has indicated that helium leak detection is the recommended method for this non-invasive work. Key qualifications for interested contractors should include demonstrated capability in leak detection for geothermal systems, with firms required to maintain active registration in the System for Award Management (SAM). The market survey response deadline is February 27, 2026, and interested parties must submit their company name, SAM UEI, and leak detection capabilities to the contracting officer, Matthew Frank, at matthew_frank@nps.gov, referencing posting number 140P6226Q0001 in the subject line. This is expressly noted as a market survey only and does not constitute an invitation for bid, request for proposal, or request for quote, with any formal solicitation to be posted separately on SAM.gov.
This market research does not involve any set-aside designations, and no incumbent contractor or award value information has been disclosed in this pre-solicitation notice. The technical scope involves detecting a leak within either the approximately 80-yard lateral line or one of the five vertical bores, with all system components located at least 5 feet below ground surface and individual bores unable to be isolated during the detection process. Firms responding to this market survey should understand that this effort is voluntary and that all associated costs for preparing a response are the responsibility of the firm. The contracting officer will use the results of this market survey to determine the overall acquisition strategy for the project. While no specific timeline for project completion or contract award has been provided, interested contractors should monitor SAM.gov for the formal solicitation announcement to follow.
