About this opportunity
The Federal Bureau of Investigation (FBI), a civilian agency under the Department of Justice, has published a Notice of Intent (NOI) regarding a UH-60M Blackhawk Total Assurance Package Services contract. This special notice indicates the FBI's intention to negotiate a sole source, firm fixed price contract with Sikorsky Aircraft Corp for comprehensive support services related to the UH-60M helicopter fleet. The procurement falls under NAICS category 488190 (Other Support Activities for Air Transportation) and PSC category J015 (Maint/Repair/Rebuild Of Equipment- Aircraft And Airframe Structural Components). The FBI is pursuing this sole source acquisition under the authority of FAR 6.103-1, which permits procurement from only one responsible source when no other supplies or services will satisfy the agency requirement. This notice constitutes the only public announcement that will be issued regarding this procurement opportunity.
Although this is not a competitive solicitation, interested parties are permitted to submit statements of interest and/or capabilities to the Contracting Officer McKenzie Bucher at MPBucher@fbi.gov by March 13, 2026 at 11:59 PM Central Time. Responses must be submitted exclusively via email; submissions through telephone, facsimile, or other means will not be accepted or considered. The government will evaluate received information solely to determine whether to pursue a competitive procurement process rather than proceed with the sole source award to Sikorsky Aircraft Corp. The government retains full discretion to make its final determination regarding competition, and interested parties should note that submission of a capabilities statement does not guarantee consideration or contract award. The deadline for this notice of intent is March 14, 2026, though the email submission deadline is one day prior.
