About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is soliciting quotations for the procurement of 20 Gate Valves (NSN 4820-00-991-3255, PN 205-060-612-3) specifically designed for UH-1N helicopters under solicitation FA8524-25-Q-0006. These Motor Operated Fuel Shutoff Valves are critical components of the Filter Fuel System Installation that control fuel flow to the engines and are powered through the essential bus via circuit breakers. The procurement is structured as a sole source acquisition since ITT Aerospace Controls LLC is the only manufacturer capable of producing this military unique item, despite the part being based on a Bell Textron INC. drawing. This is a combined synopsis/solicitation for commercial items conducted under FAR Part 13 Simplified Acquisition Procedures, with quotes required to include cage code, DUNS number, taxpayer ID, and descriptive literature. Quotations must be submitted electronically to Kawunda Hill and Leigh Ann Taylor by July 26, 2025, at 12:30 pm EDT, with an anticipated award date of August 17, 2025.

This acquisition does not utilize any small business set-aside designation and will result in a Firm Fixed Price contract awarded exclusively to ITT Aerospace Controls LLC (Cage 73760), the sole source manufacturer. The contract will establish a one-time buy with a performance period spanning from September 30, 2025, through September 30, 2026, supporting the United States Air Force Special Operations program mission requirements. The procurement quantity is specifically set at 20 units of the gate valve, with pricing required on an FOB Destination basis to Robins AFB, Georgia 31098, where inspection and acceptance will occur. The contract value falls below the Simplified Acquisition Threshold, enabling streamlined procurement procedures, and the place of performance is designated as Valencia, Santa Clarita, California. Funding will be provided as a purchase order at the time of the one-time buy, with the government retaining no data rights for this commercial item acquisition.

Notice text

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

FA8524-25-Q-0006 is issued as a request for quotation (RFQ).  This acquisition is not a small businmess set-aside.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular.

This requirement is for the procurement of the Gate Valve, NSN 4820-00-991-3255, PN 205-060-612-3 (ITT Aerospace P/N AV16B1667D), applicable to the UH-1N. The Gate Valve is a military unique item. This acquisition will result in a Firm Fixed Price (FFP) one time buy contract with ITT Aerospace Controls LLC., with a projected period of performance from 30 September 2025 through 30 September 2026.
The Gate Valve is applicable to the UH-1N helicopter and is a commercial item. It is a Motor Operated Fuel Shutoff Valve that is part of the Filter Fuel System Installation of the TH-1H and UH-1N ACFTs.
