About this opportunity

The Bureau of Land Management Idaho Region seeks a Phase 1 biological survey across approximately 3,065 acres in southwestern Colorado to determine presence of BLM special status plant species, raptors, and Pinyon Jays prior to critical fuels reduction treatments, with quotes due August 31, 2026. The procurement is a Total Small Business Set-Aside under NAICS 541620 (Environmental Consulting Services) with a $19 million size standard.

Place of performance is the BLM-CO Montrose Interagency Fire Center, 2465 S. Townsend Avenue, Montrose, Colorado 81401, encompassing survey areas in Ouray and Montrose Counties. The contractor must conduct surveys across four zone types: 1,101 acres requiring all three survey types (plant, Pinyon Jay, raptor); 728 acres for Pinyon Jay and raptor only; 901 acres for Pinyon Jay only; and 335 acres for plant surveys only. The period of performance runs February 1, 2027 through October 15, 2027, with staggered field survey windows: Pinyon Jay surveys February 15 through April 15, plant surveys March 15 through May 15, and raptor surveys April 15 through June 30, 2027.

This is a firm-fixed-price Commercial Service contract under FAR 12 and FAR 13. Evaluation employs a best-value trade-off process weighting Technical Capability and Relevant Experience/Past Performance (combined, significantly more important than price) against Price. Technical capability narratives are limited to 5 pages and must address work plan, schedule, crew size, and equipment. Contractors must demonstrate at least 3 relevant experiences within the past 5 years. Proposals must be submitted electronically in two parts: Technical/Past Performance without pricing, and Price using SF 1449 with completed bid schedule. Pricing is per-acre format applied to the 3,065-acre total. Deliverables include results letters within two weeks of completing each survey type, draft final report by September 15, 2027, and final comprehensive report by October 15, 2027, with all GIS data in ESR shapefile format (UTM NAD 83 Zone 13).
