About this opportunity

The Department of Energy is seeking an expression of interest for design and construction services related to integrated cooling, piping, valve, and instrumentation systems at the Nevada National Security Sites (NNSS). This pre-solicitation notice is not a formal solicitation and no reimbursement will be provided for response costs. The primary scope of work includes comprehensive flush and test services for new cooling water systems piping, design and procurement of three Cooling Water Distribution Units (CDWUs), nine distribution manifolds, and 25 Chilled Doors, as well as specialty valves and various sensors for the UCEP support systems. Qualified subcontractors must demonstrate system-wide understanding of integrated cooling systems and possess the capability to manage all facets of this effort rather than provide fragmented expertise. The critical requirement is to provide skilled technical support for installation and to identify, vet, and manage a qualified sub-tier contractor for specialized flush and test services. This Expression of Interest was posted on April 9, 2026, with a response deadline of April 16, 2026. No specific evaluation criteria beyond technical capability and integrated systems expertise have been disclosed in this pre-solicitation notice.

This pre-solicitation notice carries no set-aside designation and indicates the work will be awarded as a construction subcontract to a single entity responsible for end-to-end project execution. No incumbent contractors or specific budget range has been identified in this source sought notice. The contractor will be required to provide personnel to travel to the NNSS and coordinate directly with Mission Support and Testing Services (MSTS), while MSTS's Project Management Office retains project control oversight. The work scope encompasses both design, procurement, and fabrication responsibilities alongside installation and integration services, suggesting a comprehensive technical and management engagement. Key numerical details indicate the requirement for three major distribution units, nine manifolds, and 25 chilled doors as core components. The integration of this work into the PULSE facility's Strategic Computing Environment (SCE) mission underscores the critical nature of this procurement.

Notice text

This Source Sought Notice is being posted and is intended only as an Expression of Interest (EOI). This is not a solicitation, and no reimbursement will be made for any costs associated with providing information in response to this notice. The work requested consists of design and construction services at the Nevada National Security Sites (NNSS). The potential offeror(s) will be required to travel and provide construction services to Mission Support and Testing Services (MSTS) at the NNSS.

This Source Sought is for a potential award of a Construction Subcontract. This work will encompass comprehensive flush and test (F/T) services for the new cooling water systems piping, executed precisely according to the design documents. Furthermore, the SUBCONTRACTOR shall be responsible for the end-to-end provision of critical components: including the design, procurement, and fabrication of three Cooling Water Distribution Units (CDWUs), nine associated distribution manifolds, and 25 associated Chilled Doors. This also entails providing all necessary specialty valves, flowmeters, level, pressure, differential pressure, and temperature sensors for various UCEP support systems. Beyond component provision, the SUBCONTRACTOR will furnish highly skilled and technically adequate support for the installation of all components, as well as the identification, vetting, and management of a qualified sub-tier to execute the specialized flush and test services for the entire integrated system. While MSTS's Project Management Office retains oversight of project controls, the inherent complexities of these interconnected systems, coupled with their critical role within the PULSE facility's SCE mission, necessitate a SUBCONTRACTOR with a proven, system-wide understanding and the capability to manage all facets of this integrated effort, rather than fragmented expertise.
