About this opportunity
The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 05 intends to award a sole source contract to the National Quality Forum for continued membership services, with a response deadline of July 30, 2026 for capability statements. This is a sole source procurement under FAR 6.302-1; NQF is the only organization recognized under the National Technology Transfer and Advancement Act and OMB Circular A-119 as the national voluntary consensus standards-setting body for healthcare quality.
The VA requires NQF membership to support VHA's participation in national voluntary consensus healthcare quality standards development. NQF's proprietary membership benefits—including participation in members-only committees, specialized programming in quality measurement, and exclusive access to NQF MemberConnect—are available solely and directly through NQF, with no resellers or alternative organizations providing comparable access or services.
The contract structure is Firm Fixed Price, with a base year plus four option years extending through September 30, 2032. The estimated value is not to exceed $19,700 for the base year and $98,500 total for all periods. This notice does not constitute a formal solicitation. Interested parties may submit a capability statement by July 30, 2026 demonstrating clear and convincing evidence that they can provide the same proprietary membership services offered exclusively by NQF. The Government will not reimburse submission costs. If no responses are received by the deadline, the VA will proceed with awarding the sole source contract to NQF.
