About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 (VA Network Contracting Office 8) has issued a Special Notice regarding a firm-fixed price, single-source procurement for accreditation services. The contract is intended for the Accreditation Council for Graduate Medical Education to provide medical accreditation services to the VA Caribbean Healthcare System located in San Juan, Puerto Rico. This procurement is being conducted under FAR 13.106-1(b) authority, which permits single-source contracting when only one company possesses the capability to provide the required services. The notice indicates that the VA has determined there is insufficient competition in this market and that the identified vendor is the sole qualified provider. The applicable NAICS code is 813920 (Professional Organizations) with a PSC code of U010 (Education/Training–Certifications/Accreditations for Educational Institutions), and the business size standard is set at 1,250 employees.
The objective of this procurement is to secure a twelve-month medical accreditation program covering the period from January 1, 2026, through December 31, 2026, to maintain VACHS's accreditation status. Interested parties who believe they can provide equivalent accreditation services must submit clear and convincing evidence of their capability to Darrin Alexander at Darrin.Alexander2@va.gov no later than November 19, 2025, at 1:00 PM Eastern Time to challenge the single-source determination. Contractors submitting capability information should note that the government will not reimburse any associated costs. There is no formal solicitation package available, as this is a notice of intent to award rather than a competitive request for proposals. The government retains sole discretion to determine whether to proceed with the single-source award or pursue alternative sources based on any challenges received. Potential vendors must demonstrate both technical capability and articulate how competition would benefit the government to successfully challenge this procurement approach.
