About this opportunity

The Department of Veterans Affairs Technology Acquisition Center Austin is issuing a pre-solicitation notice for a sole-source procurement of a Health Level 7 (HL7) Benefactor Membership renewal. This one-year membership provides VA with comprehensive access to HL7 healthcare information exchange standards, including twelve assigned voting members, internal distribution rights for standards, discounts on HL7 products, and special recognition in publications. The membership is critical for supporting VA's healthcare information exchange capabilities with internal systems and external agencies including the Department of Defense and Indian Health Services, and is mandated by Executive Order 13410 for implementing the Virtual Lifetime Electronic Record (VLER) system. The solicitation is classified under NAICS code 813920 for Professional Organizations and PSC code U005 for Education/Training membership fees. Responses to this pre-solicitation are due by June 11, 2025, at 15:00 Eastern Time, with the primary contact being Contract Specialist Rachael Avery at rachael.avery@va.gov.

This procurement does not utilize any set-aside designations and represents a sole-source acquisition, indicating that HL7 International is the only viable source for these specialized healthcare standards organization membership services. The VA has maintained its HL7 Benefactor membership status since 1996, establishing a long-standing relationship with the organization. The contract will be structured as a firm-fixed price arrangement for the 12-month membership period, with performance primarily taking place at 810 Vermont Ave NW in Washington, DC. The membership provides maximum organizational voting rights within HL7, generic login access for VA employees, and logo placement on the HL7 website. While specific dollar values are not disclosed in the pre-solicitation notice, the renewal nature and benefactor-level membership suggests a substantial annual investment in healthcare standards development and access.
