About this opportunity

The Department of Veterans Affairs Veterans Health Administration, specifically the Kansas City VA Medical Center, has published Special Notice U005--36C25526P0179 announcing its intention to award a sole source contract to the Healthcare Financial Management Association (HFMA) for specialized certifications in revenue cycle, accounting and finance, business intelligence, managed care, and physician practice management. This procurement is being justified under FAR 6.302-2 (Unusual and Compelling Urgency) due to unforeseen circumstances requiring immediate acquisition to protect patient care operations and the HIMS service line. The notice was posted on April 29, 2026, and represents an estimated contract value of $16,000 with a total potential value of $64,000.

The primary objective of this Special Notice is to document the VA's determination that HFMA is the only known source capable of delivering the required specialized certifications within the necessary timeframe to prevent disruption of essential services and patient care. Contractors or organizations wishing to provide information or challenge this sole source determination must respond by May 12, 2026, at 12:00 PM Central Time to the contracting office in Leavenworth, Kansas, directed to Contracting Officer Ashley Schmitt. Only HFMA is eligible to respond to this specific procurement as the VA has concluded through market research that no alternative vendors can meet the urgent requirement. The Special Notice does not solicit competitive bids but instead notifies the public of the VA's intention to proceed with a non-competitive award while allowing for any formal protests or alternative source submissions prior to contract execution.

Justification for Other Than Full and Open Competition

Unusual and Compelling Urgency (FAR 6.302-2)

The Department of Veterans Affairs intends to award a sole source contract to HEALTHCARE FINANCIAL MANAGEMENT ASSOCIATION (HFMA) for specialized certifications in revenue cycle, accounting and finance, business intelligence, managed care, and physician practice management, which follows all federal accounting Rules and Regulations under FAR 6.302-2, Unusual and Compelling Urgency. Due to unforeseen circumstances affecting patient care, immediate procurement is required to avoid unacceptable delay and risk to patient care/facility operations. The full justification will be below in accordance with FAR 6.305.

Background/Description:

The Department of Veterans Affairs - KANSAS CITY VA MEDICAL CENTER located at 4801 Linwood Blvd., Kansas City, MO, 64128-2226 requires specialized certifications in revenue cycle, accounting and finance, business intelligence, managed care, and physician practice management, which follows all federal accounting Rules and Regulations to ensure that the HIMS service line does not get impacted and patient care can continue without stoppage. Due to unforeseen circumstances, normal competition processes cannot be followed without unacceptable delays and potential risk to patient care and facility operations.

Sole Source Rationale:

HEALTHCARE FINANCIAL MANAGEMENT ASSOCIATION (HFMA) is the only known source that can provide the certifications within the required time frame.

Impact of Delay:

If not acquired immediately, essential services will be disrupted. Delay caused by the competitive process would directly impede the VA s ability to fulfill mission and meet patient needs.

Market Research:

Efforts were made to find alternative vendors, but the specific certifications required could only be found with HEALTHCARE FINANCIAL MANAGEMENT ASSOCIATION (HFMA).

Posting Statement:

The justification will be posted publicly as soon as contract award, in accordance with FAR 6.305(e) and VAAR.

Approval Statement:

I certify that the facts and circumstances described herein are accurate and complete to the best of my knowledge.
