The Department of State is seeking qualified contractors to provide semi-annual maintenance services for all three chillers and annual comprehensive maintenance performed by factory-trained, cleared technicians. Key requirements include demonstrating established business operations in Barbados, current SAM registration, relevant past performance references, certified technician qualifications, all required local licenses and permits, and a documented quality control plan. Award will be made to the lowest-priced, acceptable, responsible offeror based on compliance with solicitation terms and FAR 9.1 responsibility criteria, without discussions unless offerors fall within the competitive range. This is an unrestricted acquisition with no small business set-aside designation. The contract will be firm fixed-price for a one-year base period with four optional one-year renewal periods, potentially extending to five years total. Maintenance scope covers one older chiller model installed in 2019 and two newer models installed in 2024, with pricing to include all labor, materials, transportation, tools, equipment, overhead, profit, VAT, and proper disposal of toxic substances. Emergency repair services must be provided at no additional cost if not needed during the contract period; if required, separate purchase orders will cover parts and labor at the contractor's proposed rates with 24-hour response requirement and 72-hour on-site technician availability. The place of performance is Bridgetown, Saint Michael, Barbados.
