The United States Senate Office of the Sergeant at Arms intends to solicit Oracle system renewal services on a firm-fixed-price basis via Request for Quotation 2026-R-056, with quotations due by 5:00 PM on May 15, 2026. No set-aside applies. Quotations will be evaluated on a Lowest Price Technically Acceptable basis, and the Senate will make one award, if any.

Work is performed at the United States Senate in Washington, DC 20510, with a period of performance running May 22, 2026 through May 21, 2027 and shipping on an F.O.B. Destination basis. The procurement covers five Oracle software products on perpetual license basis—Oracle Database Enterprise Edition, Oracle Diagnostics Pack, Oracle Multitenant, Oracle Tuning Pack, and Oracle Real Application Clusters—each required for 24 processors. Pricing valid until May 30, 2026.

Offerors may source quotations from the open market or through NASA SEWP, GSA Schedule, or other GWAC contracts. Resellers must provide OEM authorization statements confirming authorization to sell products to the Federal Government in the USA; products must be sourced directly from OEMs, OEM-authorized distributors, or OEM-authorized distribution channels within the USA only. For telecommunications equipment or high-impact or moderate-impact information systems under Section 208 of the Legislative Branch Appropriations Act, 2020, offerors must submit an OEM Statement of Compliance; statements from non-U.S. companies are not acceptable.

Submissions must include signed pricing tables in Excel format with mandatory vendor information (company name, tax ID number, DUNS or Unique Entity Identifier from active SAM.gov registration, and authorized signature), and the Addendum to Commercial Agreements if applicable EULAs or contract terms are involved. All terms, conditions, and third-party terms must be submitted in full searchable text format; hyperlinked references are not acceptable unless submitted in full text. Quotations must be submitted to Holly_McDonald@saa.senate.gov with RFQ 2026-R-056 in the subject line. The Senate will not provide debriefings.
