About this opportunity

The United States Senate, through its Office of the Sergeant at Arms, has issued Special Notice 2026-R-027 for an Oracle Enterprise Application Procurement. This Request for Quotation (RFQ) seeks firm-fixed-price quotations for PeopleSoft Enterprise applications, specifically Time and Labor and Absence Management modules, along with associated software update licenses and support services. The procurement covers a base year plus four option years, with pricing to remain valid through April 1, 2026. The Senate intends to make a single award, if any, on a Lowest Price Technically Acceptable basis without providing debriefings to unsuccessful offerors. This is a civilian agency procurement with no set-aside restrictions.

Offerors must submit signed pricing tables in Excel format by 5:00 PM on February 3, 2026, to Holly_McDonald@saa.senate.gov, with all required line items completed or face rejection of the entire quotation. All pricing must be provided on an F.O.B. Destination basis with shipping and handling charges clearly identified separately, and offerors must maintain active System for Award Management (SAM) registration throughout performance. Resellers must source products directly from the original equipment manufacturer, OEM-authorized distributors, or OEM-authorized U.S. distribution channels, with current authorization statements required; foreign channels are not acceptable. Contractors offering telecommunications equipment or high-impact or moderate-impact information systems must submit an OEM Statement of Compliance certifying adherence to Section 208 of the Legislative Branch Appropriations Act, 2020, and must include complete end user license agreements and contract terms as searchable PDFs with their quotation. Additionally, contractors must sign the Addendum to Commercial Agreements, which imposes twenty significant modifications to standard commercial terms to ensure compliance with federal law and Senate procurement regulations, including prohibitions on automatic renewals, mandatory arbitration, unilateral termination rights, and restrictions on contractor audits of Senate systems.
