About this opportunity
The Department of the Navy Naval Air Systems Command has published a Special Notice regarding the procurement of supplies and services for the U.S. Navy Tactical Combat Training System Increment II (TCTS II) and the United States Air Force P6 Combat Training System (P6CTS). The Naval Air Warfare Center Training Systems Division in Orlando, Florida is seeking contractor support to develop and sustain these equivalent combat training systems. This Special Notice represents the government's advance notification to the contracting community regarding an upcoming solicitation. No set-aside restrictions apply to this procurement, meaning all eligible contractors may compete. The posting date is December 4, 2025, with responses due by December 11, 2025.
The primary objective of this procurement is to provide range-tethered and untethered air combat training capabilities with secure air-to-air and air-to-ground data link communications for both naval and air force pilots. TCTS II encompasses four major subsystems: the Airborne Subsystem, Ground Subsystem, Remote Range Unit Subsystem, and Portable Support Equipment Subsystem, with applications across multiple aircraft types and offering advanced encryption and enhanced threat environments. The government has established a formal acquisition schedule with a Draft RFP expected January 16, 2026, followed by the RFP release on February 4, 2026, and anticipated contract award on September 24, 2026. Contractors interested in this opportunity should note that TCTS II must maintain interoperability with existing range infrastructure and TCTS I variants while supporting both fixed and portable training configurations. The procurement falls under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC 6910 (Training Aids), which may indicate relevant eligibility criteria for potential bidders.
