About this opportunity
The Naval Supply Systems Command intends to award a sole-source, firm fixed price contract to H.C. Contracting, Inc. (Ferrara Manufacturing) for development of key style pattern processes for the U.S. Navy Service Dress Blue Women's Coat, with challenges to the sole-source determination due by June 19, 2026. The Navy Clothing & Textile Research Facility requires pattern development, samples, technical data, and process documentation to create new sizing structures while maintaining integrity of existing government-owned block patterns. Ferrara is the incumbent manufacturer of the Service Dress Blue Women's Coat and is sole-sourced based on proprietary PLM software capabilities, established relationships with fit models and body type classifications, inventory of Navy-approved materials, and demonstrated ability to meet military specifications for this product line. Deliverables span five phases from August 2026 through March 2027. Written challenges must demonstrate the availability of equivalent alternative services and be submitted to kaitlin.n.obrien.civ@us.navy.mil; the Government reserves the right not to compete based on responses received.
