About this opportunity

The U.S. Mission Geneva, a component of the Department of State, is soliciting quotations for French language instruction services through an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The procurement seeks a qualified contractor to deliver high-quality French language courses organized into three proficiency levels (beginner, intermediate, and advanced) for approximately 40 to 60 students, with instruction aligned to Common European Framework of Reference for Languages (CEFR) standards A1-C2. Key requirements include providing all instructional materials, a minimum of four instructors (two regular and two backup), conducting pre-course and mid-year assessments, delivering quarterly student counseling, and ensuring all courses are delivered in-person only at the U.S. Mission Geneva. The government intends to award the contract to the responsible company submitting an acceptable offer at the lowest price based on initial quotations, though discussions may be held with firms in the competitive range if necessary. Critical deadlines include a pre-quotation conference on April 1, 2026, at 10:00 AM local time, with prospective offerors required to contact Geneva Procurement by March 30, 2026, at 5:00 PM, and all quotations due by April 24, 2026. Quotations must be submitted electronically and include SF-1449, Section I pricing, Section 5 representations and certifications, and proof of SAM registration.

This solicitation carries no set-aside designation and does not identify any incumbent contractors. The contract period runs for one year from September 2026 through June 2027, with four one-year renewal options available, allowing for a potential five-year engagement. Pricing is on a firm fixed-price per session basis in Swiss Francs (CHF), though no specific budget range is provided in the solicitation. Classes will serve a target of six students per class with a minimum of three and maximum of seven students, with instruction occurring Monday through Friday between 12:30 PM and 2:30 PM, representing one hour of instruction per week per class. Performance will take place in Switzerland at the U.S. Mission Geneva in Chambesy, and the selected contractor must comply with all Swiss regulations and security requirements of the U.S. Mission, including obtaining security clearances for all instructors before instruction begins—a process that may require one to three months for processing.
