Synopsis: Notice of Intent to Award a Sole-Source Contract
Announcement Number: NCNA0000-19-00110
Project Title: U.S. IOOS Maritime Industry Study Update
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Eriss Corporation, 1123 Glen Ellen Place, San Marcos, CA 92078 using the procedures in FAR Part 13, to provide a follow-on study to update the initial study conducted for the Ocean Enterprise program. In 2015, the NOAA National Ocean Service (NOS) commissioned a baseline survey of U.S. Ocean Enterprise industry activity in order to better understand the characteristics of this important industry cluster and to explore its relationship with the U.S. Integrated Ocean Observing System (IOOS). Through the IOOS Program Office, NOAA now intends to conduct a follow-on study to update the baseline survey and to identify trends in Ocean Enterprise business activity as it responds to the rapid projected growth of the Ocean Economy in the coming decades. Furthermore, this effort supports the U. S. Dept. of Commerce goal to develop new economic statistics and data service to provide a timely, in-depth and accurate picture of the U.S. economy and its role in the global marketplace. The incumbent contractor conducted the initial 2015 baseline study for the Ocean Enterprise program. In order to accomplish the goals of the study, a multi-method approach was employed using both quantitative and qualitative methodologies. Initial qualitative interviews were conducted with varied company sizes and geographical locations. The results of these interviews were used to inform the content of the quantitative survey instrument and additionally to provide context for the ultimate quantitative survey results. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source.

Although a determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 2:00 PM EST on December 28, 2018. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
The solicitation will remain open from December 19, 2018 to December 28, 2018 (2:00 PM EST).
