About this opportunity
The U.S. Immigration and Customs Enforcement (ICE) has issued a Special Notice announcing a sole-source procurement for the Investigative Case Management (ICM) and Investigative Analytics (IA) System Modernization. This Notice was posted on January 16, 2026, with a due date of January 26, 2026. The procurement is classified under NAICS 541519 (Other Computer Related Services) and PSC DA10 (IT and Telecom - Business Application/Application Development Software as a Service). The Notice informs industry that ICE intends to award this contract exclusively to Palantir Technologies, Inc., based on a sole-source justification. This announcement serves to provide transparency regarding the government's procurement decision prior to contract award.
The purpose of this acquisition is to deliver an advanced investigative case management system that serves as the official system of record for ICE's investigative operations, supporting special agents, criminal analysts, and support personnel both domestically and internationally. The contract will include initial delivery and deployment of the system, licensing, Operations and Maintenance (O&M) support, custom enhancements, systems engineering, quality assurance, testing, data management, security management, and continuous process improvement. The contract will be awarded on a Firm-Fixed-Price basis with a base period of 12 months and four optional 12-month periods. Palantir was selected as the sole source because it is the only vendor meeting ICE's stringent requirements, including FedRAMP High certification, a unified integrated platform supporting both case management and analytics, data migration capabilities, and Commercial Off-the-Shelf (COTS) solutions. The Limited-Sources Justification emphasizes that vendor switching would disrupt ongoing investigations and compromise national security, given Palantir's established institutional knowledge of ICE operations spanning over a decade.
