About this opportunity

The U.S. General Services Administration (GSA) intends to issue a Request for Proposals for a single firm-fixed-price design-bid-build construction contract to establish a turnkey U.S. Passport Office for the U.S. Department of State at the Wallace F. Bennett Federal Building in Salt Lake City, Utah, with an anticipated solicitation release by September 30, 2026.

This is a full and open competition under NAICS 236220 (Commercial and Institutional Building Construction) with no set-aside. The project encompasses approximately 48,000 square feet of construction: a new 30,000-square-foot U.S. Passport Office, tenant improvements to relocate five existing tenant agencies, modifications to U.S. Department of Health and Human Services space for ABA-compliant restrooms, and renovation of the building lobby with security screening enhancements. A seventh tenant agency will relocate under a separate construction contract; coordination with that effort will be required due to project sequencing.

Because the Bennett Federal Building will remain fully occupied throughout construction, the contractor must execute work in coordinated phases to maintain public access, continuous security screening operations, building functionality, and ongoing tenant operations while minimizing disruptions.

GSA anticipates an estimated construction value of $20 to $30 million. Evaluation will follow a best value tradeoff approach under FAR Part 15, weighting Past Experience of the General Contractor (30%), Past Performance of the General Contractor (25%), Technical and Management Approach (20%), Key Personnel Qualifications (15%), and Small Business Participation Plan (10%). Offerors must be actively registered in SAM.gov at proposal submission and contract award. Contracting Officer: Jamie Potter (jamie.potter@gsa.gov); Project Manager: Clay Weiland (clay.weiland@gsa.gov).
