About this opportunity

The U.S. Department of Health and Human Services, Administration for Children and Families, Office of Refugee Resettlement, awarded contract 7571MN26C00029 on a sole-source basis to maintain continuity of legal services for unaccompanied alien children following expiration of the predecessor contract on July 31, 2026.

The justification cites FAR 6.103-2 (Unusual and Compelling Urgency) and statutory authority under 41 U.S.C. 3304(a)(2), supplemented by mandatory requirements under the Trafficking Victims Protection Reauthorization Act and 45 C.F.R. 410.1309. A preliminary injunction from the U.S. District Court for the Northern District of California requires the agency to maintain direct legal representation services during ongoing litigation. The predecessor bridge contract expired July 31, 2026, and the competitive solicitation 75P00126R00003 cannot be awarded before that expiration due to GAO pre-award protests.

Up to three non-competitive bridge contracts were awarded to provide legal orientations, consultations, direct legal representation, legal service provider network management, data collection and reporting, pro bono maximization, and transition services for approximately 23,000 active UAC cases. Acacia Center for Justice received a four-month case transfer contract. ICF Incorporated and Our Rescue each received contracts with a six-month base period and two three-month option periods, totaling up to 18 months. Market research conducted July 2–16, 2026, confirmed all three contractors possess relevant experience and passed responsibility assessments. A 120-day transition period was deemed necessary due to the complexity of UAC legal services, including personnel recruitment, background assessments, IT system establishment, and subcontractor onboarding.
