About this opportunity
Customs and Border Protection is issuing a Request for Information on untrained single-purpose detection canines with a deadline of October 27, 2026, anticipating a subsequent Blanket Purchase Agreement award under total small business set-aside. This is a market-research RFI for acquisition planning only and does not constitute a commitment to solicit or award.
Canines will support training at the Border Patrol Canine Academy in El Paso, Texas and the Field Operations Canine Academy in Front Royal, Virginia. Respondents must specify capability to supply one or both locations. Contractors bear all transportation, delivery, and retrieval costs, included in the per-canine price.
Acceptable breeds are German Shepherds, Dutch Shepherds, Belgian Malinois, Belgian Tervurens, or other approved working or sporting breeds, aged 10 to 36 months, at healthy working weight (16–25% body fat with Body Condition Score 3–7), and average height for breed. Canines must pass medical evaluation, including quality hip and elbow radiographs submitted pre-delivery, current health and rabies certificates, vaccination records, readable microchips, and freedom from zoonotic diseases including canine brucellosis. Behavioral evaluation assesses retrieval drive, perseverance, hunt drive, stable character, confidence on varied surfaces, and preference for objects over food or handler attention.
Contractors must deliver canines within 60 calendar days of award and obtain CBP short-term vetting with access memoranda valid for 90 days. A six-month warranty covers replacement of canines with pre-existing medical conditions, chronic disease, hereditary deficiency, or unacceptable aggressive behavior at no Government expense. Respondents must submit a capability statement limited to two pages plus cover page by October 27, 2026.
