About this opportunity
U.S. Customs and Border Protection (CBP) is seeking a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract for firearm mounted and handheld operational lighting systems to support its Law Enforcement Safety & Compliance (LESC) Directorate. The solicitation covers eight specific lighting system categories, including handheld primary and secondary lights, multi-output handheld lights, pistol and rifle mounted lights, infrared lights, and administrative headlamps. The Request for Quote (RFQ) will be conducted under FAR Parts 12 and 13 for acquisitions exceeding $250,000 but less than $7,500,000, with quotes to be submitted by May 30, 2025 at 2:00 PM ET. The contract will be awarded on a Lowest Priced, Technically Acceptable (LPTA) basis, requiring vendors to submit three volumes: Technical, Samples, and Pricing. Specific manufacturer models from Streamlight, Surefire, and Princeton Tec are referenced as benchmarks for the required lighting systems.
The solicitation is set aside for total small business participation, with a contract period spanning five years from August 28, 2025, through August 27, 2030. The minimum contract guarantee is $5,000, with a maximum potential value of $7,500,000, and delivery orders will be issued on a Firm Fixed Price basis. The place of performance is located in Harpers Ferry, West Virginia, and the contract will potentially serve multiple Department of Homeland Security components, including ICE, Secret Service, Transportation Security Administration, Federal Protective Service, Coast Guard, and FEMA. Estimated quantities for lighting systems range from 5 to 3,000 units per product type across the five ordering periods. Contractors will be required to deliver items within 60 days of order receipt, maintain strict quality control, provide minimum one-year warranties, and adhere to specific administrative and performance reporting requirements.
