About this opportunity

The Department of Homeland Security's U.S. Customs and Border Protection (CBP) is seeking to procure lightweight ballistic shields through a competitive Request for Quote (RFQ) 70B06C25Q00000070 to support the Law Enforcement Safety and Compliance (LESC) Directorate. The solicitation will be issued as a FAR 13 competitive, unrestricted procurement targeting the Apparel Accessories and Other Apparel Manufacturing sector (NAICS 315990). Potential offerors must be registered in SAM.gov to receive solicitation notifications and access documents. The solicitation is scheduled to be released on May 7, 2025, with submissions due by August 8, 2025. While specific evaluation criteria are not detailed in the pre-solicitation notice, companies must meet the Small Business Administration size standard of 600 employees to be eligible.

The procurement will result in a single firm, fixed-price indefinite delivery, indefinite quantity (IDIQ) contract with a five-year performance period. No specific set-aside designations are noted, indicating the opportunity is open to all qualifying vendors. The contract will focus on Individual Equipment (PSC 8465) specifically for ballistic shields, though precise quantity requirements are not specified in the pre-solicitation notice. Potential bidders are advised to carefully monitor SAM.gov for the complete solicitation package and any subsequent amendments. The unrestricted nature of the procurement suggests multiple vendors may be considered, with the government's primary objective being the procurement of high-quality, lightweight protective equipment for CBP law enforcement personnel.
