About this opportunity

The U.S. Coast Guard Academy is seeking a contractor to provide scientific internship support for Coast Guard cadets through a Blanket Purchase Agreement (BPA). The solicitation, issued by the Department of Homeland Security's U.S. Coast Guard, aims to facilitate research, education, and professional development opportunities for cadets in the Great Lakes region. The primary objective is to provide technical expertise as a scientific advisor, supporting cadet research projects aligned with the Great Lakes Oil Spill Center of Expertise (GLCOE) mandate. Evaluation criteria will focus equally on technical capability and price, with overall costs being a primary selection factor. Potential contractors must submit proposals by April 14, 2025, with all questions and clarifications to be submitted to Contracting Officer Jesse L. Womack by the specified deadline.

The solicitation does not have a specific set-aside designation and has a maximum ceiling of $250,000 for the contract period. The BPA will cover a base year with four 12-month option periods, running from May 12, 2025, to May 11, 2030. Internship activities are strictly limited to Michigan, specifically at GLCOE offices in Ann Arbor and Sault Ste. Marie. The scope includes potential additional scientific support through call orders, such as lab technician work, literature reviews, equipment access, and data analysis support. Proposals must comprehensively detail lab use fees, faculty advisor expenses, and supply costs, with the contract focusing on supporting cadet research in areas like in situ oil sensors, mesocosm oil spill research, and other biological or chemical projects relevant to the GLCOE's mission.

Notice text

The Coast Guard Academy (USCGA) makes internships available to cadets for the purpose of research, education, and professional development. Previously the Great Lakes Center of Expertise (GLCOE), in cooperation with a local university, has collaborated with the USCGA to advance this important effort.

The cadets are able to either continue their capstone research or choose from GLCOE pre-approved
projects related to the GLCOE mandate. The scope of the internship support is to provide technical expertise as a scientific advisor to the cadets, while also advancing research needs in the Great Lakes region. Internship facilitation in a variety of scientific disciplines aligning with the statutory missions of the GLCOE is desired.

In replying to this solicitation, lab use fees, faculty advisor expenses, and all supplies costs must be
identified in proposals. Due to the limited budget of the GLCOE, overall costs will be a primary factor  in contractor selection.

The internship activities must occur within the state of Michigan due to the need for
uniformed USCG management of the cadets which is only available at the two GLCOE offices in Ann
Arbor and Sault Ste.

Additional Scientific Support: In addition to the formal internship program, additional
scientific support of a similar nature to this BPA can be negotiated as call orders. The
deliverables, funding amounts and timing will be negotiated as call orders.
Examples, but not limited to: Lab Tech Work, Literature Review, Equipment and Facilities
Access/Support, and Data Analysis Support.

Please read full solicitation and the attached Performance Work Statement (PWS) requirements.

All questions and answers must be submitted by filling out the attached Q&A spreadsheet and send to Contracting Officer Jesse L. Womack at Jesse.L.Womack@uscg.mil.
