About this opportunity

The U.S. Citizenship and Immigration Services (USCIS), a component of the Department of Homeland Security, is seeking industry stakeholder input on capabilities to support a redesigned naturalization test through this Request for Information. The agency requires comprehensive testing solutions that include standardized English proficiency testing at external sites, standardized civics testing, and an essay component to assess applicants' understanding of U.S. citizenship responsibilities and values. Key requirements encompass establishing secure testing centers nationwide, integrating advanced technology for test administration and scoring, ensuring accessibility for individuals with exemptions or disabilities, and developing scalable solutions with multilingual support and robust data security measures. Industry responses must demonstrate capabilities in test development, testing center operations, technology integration, and address potential implementation challenges. Electronic responses are due by 10:00 AM ET on October 3, 2025, with submissions limited to four-page PDFs sent to Eric Bishop with a copy to Johana Gaviria Villa using the specified subject line format.

This opportunity carries no set-aside designation and is open to all qualified industry stakeholders. No current incumbents or contractors are identified in the documentation, as this represents an information-gathering phase for a potentially new or significantly redesigned program. While specific contract values are not disclosed, the scope indicates substantial scale given the need to process approximately 1,001,200 naturalization applications that were handled in fiscal year 2024. The initiative requires establishing a nationwide network of secure testing centers and comprehensive technology infrastructure, suggesting a multi-million dollar program investment. The RFI emphasizes this is strictly for market research and planning purposes under FAR Part 10, with no current solicitation or government obligation, though responses will inform future requirements development and acquisition strategies.
