About this opportunity

U.S. Customs and Border Protection (CBP), a component of the Department of Homeland Security, is conducting market research through this Request for Information (RFI) regarding meals delivery and distribution services for non-citizen migrants temporarily held at Southern Border facilities. CBP seeks to procure USDA and FDA-approved meal services that include preparation, delivery, distribution, and cleanup operations. Key requirements include providing three meals daily per migrant—two hot and one cold—with menus tailored to four age groups (Tender Age Children ages 2-5, Children ages 6-12, Older Children ages 13-17, and Adults age 18+), along with diverse dietary options including vegetarian, gluten-free, pork-free, and fiber-rich choices. All meals must comply with USDA and FDA food safety standards and meet age-appropriate nutritional guidelines. The RFI closes on November 17, 2025, and responses will be used to inform CBP's acquisition strategy, Statement of Work refinement, and performance specifications development.

This pre-solicitation notice includes no set-aside designations and identifies no incumbent contractors. CBP plans to establish one Regional IDIQ contract with an anticipated five-year ordering period running from July 2026 through July 2031, covering four regional sectors: San Diego, El Paso, Rio Grande Valley, and Miami. The contract is anticipated to support daily meal volumes ranging from 9,000 to 15,000 total meals, depending on migrant populations at any given time. While specific award values are not disclosed in this RFI phase, the scale and duration of the requirement suggest a significant contract value. All meals must be prepared in licensed facilities and packaged without requiring utensils, with compliance required under the Flores Settlement Agreement for juvenile detention facilities.
