About this opportunity
U.S. Customs and Border Protection (CBP) is seeking a contractor to provide narcotics destruction services for its Los Angeles Field Office through a Request for Quote (RFQ). The solicitation requires a qualified vendor to chemically neutralize approximately 15,000 pounds of seized illicit narcotics, including fentanyl, at the Area Port of Los Angeles/Long Beach facility. Contractors must follow DEA guidelines and SAMEPH procedures to render the narcotics irretrievable, operate Monday through Friday between 8:00 AM and 4:00 PM Pacific Time, and complete the destruction within 30 days of contract award. Evaluation criteria will focus on technical capability to meet the Statement of Work requirements and pricing competitiveness. Prospective quoters must submit questions by 10:00 AM Pacific Time on February 6, 2025, and submit comprehensive quotes with technical and pricing volumes by February 7, 2025, with quotes remaining valid for at least 60 calendar days.
The contract is set aside for small businesses and will be awarded as a firm-fixed-price purchase order using simplified acquisition procedures under the Hazardous Waste Treatment and Disposal NAICS code. The size standard for this category is $47 million, though the specific award value is not explicitly stated. The place of performance is located at 1492 N. Oregon Ave, Long Beach, CA 90813, with a destruction site of approximately 2,300 square feet. There is no incumbent contractor, as CBP previously utilized California incinerators that were taken offline in December 2024. Contractors must be located in close proximity to the facility to minimize security risks during transport and must ensure CBP officers can witness all destruction activities. Workers will be required to pass NCIC and E-verify screening, though no security clearances are necessary for this temporary solution to address the agency's narcotics disposal backlog.
