About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center intends to award a sole source, firm fixed price contract to NPL Management LTD to develop and install a Type-N Microcalorimeter Low Frequency Extension. This upgrade aims to expand the radio frequency power calibration capabilities of the Air Force Primary Standards Laboratory by extending the existing Type-N Microcalorimeter system's range down to 9 kHz. As the original manufacturer of this specialized system, NPL is considered the only source capable of providing this upgrade due to its proprietary knowledge and expertise. Interested parties had 15 days from the April 30, 2021 pre-solicitation notice to submit capability statements for consideration.
This proposed sole source contract carries no set-aside designations. The requirement is for one unit upgrade to be provided by NPL in accordance with the attached Statement of Work, with work expected to continue through a base year and one option year ending September 30, 2022. A cost analysis will be conducted to ensure the firm fixed price is determined fair and reasonable prior to award.

AFMETCAL at Heath OH intends to solicit and award a Sole Source Firm Fixed Price (FFP) contract under Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items for the purchase of Type-N Microcalorimeter Low Frequency Extension to NPL Management LTD (Cage U9238). NPL Management LTD (NPL) is the manufacturer of the original systems, and this procurement is for the upgrade of original systems. This is a follow-on contract to the highly specialized Type-N Microcalorimeter system which NPL built for AFMETCAL. NPL is a world leader in Microcalorimeter and is fully capable to build the follow-on Type-N Microcalorimeter Low Frequency Extension. Because NPL custom designed and built the Type-N Microcalorimeter system and software, they have intimate knowledge, experience, and proprietary information of the system and software. Another vendor would likely have to rebuild the existing Microcalorimeter in order to add the extension, since they are not intimate with its design. Therefore, this acquisition will be a follow-on contract for the continued development of highly specialized equipment. The Government envisions a Firm Fixed Price type contract with a basic year and 1 option year through 30 September 2022. The anticipated quantity is 1 unit upgrade. There is no guarantee that an option year will be exercised. The requirement is for Type-N Microcalorimeter Low Frequency Extension in accordance with the Statement of Work which is available for download at this site.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by AFMETCAL. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required item within fifteen (15) days of this publication.
