About this opportunity

The U.S. Forest Service seeks five Type 3H Heavy fire engine bodies, body-only configuration, to be installed on Government-furnished 4×4 cab and chassis, with proposals due September 14, 2026 at 12:00 PM Eastern Time and questions due August 31, 2026 at 12:00 PM Eastern Time. This procurement is a total small business set-aside under FAR 12.

Place of performance is Washington, DC 20019, with delivery to multiple locations: Custer and Black Hills NF, South Dakota; Fort Collins, Arapaho-Roosevelt NFs, Colorado; and John Day, Corvallis, Malheur, and Willamette NFs, Oregon. The specification mandates Model 348 four-wheel drive units meeting Forest Service national standard specifications and NFPA 1900 compliance. Each apparatus must feature a Darley HSP 250 GPM single-stage PTO-driven pump, 750-gallon polypropylene water tank with 30-gallon integral foam tank, FoamPro 2001 foam proportioning system, multiplex electrical management, rear view backup camera, tire pressure monitoring, comprehensive LED lighting and warning systems with Tomar brand siren controllers, and Forest Service green paint. Maximum completed apparatus height is 125 inches; in-service weight must not exceed 90% of front axle GAWR or 20,000 pounds rear axle. Bodies must be completely modular and transferable to a new chassis without cutting or welding. A fifteen-year warranty on materials and workmanship and lifetime warranty on the polypropylene water tank are required.

Contract period of performance is 24 months from receipt of the first Government-furnished chassis, with delivery required by September 30, 2028. Scope includes chassis modifications, installation, all components for operational readiness, delivery of each unit, and on-site familiarization training. Contractors must submit production schedules within 10 days of receiving the first chassis, provide monthly status updates, notify the Government one month before completion for inspection, and arrange delivery within 10 days of final inspection. Prices must remain firm for 90 calendar days from the offer due date. Award is made to the offeror representing best value based on technical capability (including adjectival and technical confidence ratings), past performance, ability to meet delivery schedules, and price. The U. S. Forest Service (USFS) is soliciting a proposal from qualified vendors for five (5) Type 3H (Heavy) fire engines, body only configuration, to be installed on Government-furnished 4X4 cab and chassis.  Scope includes chassis modifications and preparation, installation of the body, fire pump, 750-gallon water tank, warning lights, required graphics package, and all components necessary to deliver a complete operational unit.  Apparatus must meet Forest Service national standard specifications, including compliance with NFPA 1900 unless otherwise specified.  Proposal shall include delivery of each unit and on-site familiarization training.  Vendors shall demonstrate their capability to produce apparatus meeting the requirements of the USFS, summarized in executive form.
