About this opportunity

The Department of Agriculture Forest Service is issuing Request for Quotation (RFQ) 12760426Q0052 to procure TX RX Systems Duplexers, which are radio frequency communication equipment components used by the National Interagency Incident Communications Division. The procurement requires specific VHF and UHF duplexer units with exact compatibility to existing deployed equipment, as substitutions would necessitate costly re-engineering of mounting brackets, hardware, and installation procedures. Quotations will be evaluated based on three primary criteria: compliance with technical requirements specified in the Bill of Materials, lowest evaluated price among acceptable quotes, and Accessibility Conformance Reports for Information and Communication Technology items (though a Section 508 exception applies, making this requirement non-applicable). Award will be made to the responsible offeror offering the best value to the Government. Questions regarding the solicitation must be submitted via email to corrine.gonzales@usda.gov no later than May 1, 2026 at 3:00 PM Eastern Time, with quotation responses due by May 7, 2026.

This acquisition is designated as a Total Small Business Set-Aside restricted to small business concerns under NAICS Code 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing), with a size standard of 1,250 employees. The primary incumbent is TX/RX Systems, located at 8625 Industrial Parkway, Angola, New York 14006, identified as the sole source capable of providing exact form-fit-function replacement units. The Bill of Materials specifies 50 units of VHF Duplexer (Manufacturer Part Number 30-37-03A) and 20 units of UHF Duplexer (Manufacturer Part Number 28-65-97376-H-R1), with pricing to be determined through competitive quotation evaluation. All items must be delivered within 60 days of order receipt on an F.O.B. Destination basis to the National Interagency Fire Center (NIIFC) Radio Shop in Boise, Idaho 83705, with Mark Hilton serving as the primary point of contact.
