About this opportunity
The Department of the Interior Fish and Wildlife Service seeks repair and restoration of a Caterpillar D6K LGP dozer at Anahuac National Wildlife Refuge in Anahuac, Texas, with quotes due May 25, 2026 at 9:00 AM EDT. This procurement is a Women-Owned Small Business set-aside.
Work must be completed within 30 calendar days from Notice to Proceed and delivered by July 27, 2026. The contractor must furnish and install new, unused Caterpillar OEM parts—including two LINK AS-TRAC assemblies, four LINK TCK MST assemblies, 312 BOLT-TRACK units, 312 NUT-TRACK units, eight BOLT TCK MST units, and one DISPLAY GP Program Monitor—with no substitutions unless approved in writing by the Contracting Officer. The contractor is responsible for equipment transportation beyond 45 miles of the Winnie Depot in Winnie, Texas.
Scope includes replacement of track rail assemblies and associated hardware, replacement and programming of the Program Monitor, and comprehensive inspection and repair of undercarriage components to ensure full operational capability. The contractor must perform detailed undercarriage inspection upon disassembly, document wear and damage, and submit any additional repair needs for written approval before proceeding. Monitor installation and programming must meet original manufacturer specifications. Final inspection will be conducted jointly by the contractor and Refuge staff.
Offerors must provide itemized quotes on company letterhead identifying labor hours, labor rates, parts costs, estimated completion timeline, repair facility name and address, and a letter of commitment from any subcontractors. Evaluation uses a Best Value trade-off approach: technical acceptability and past performance (three examples of similar work) are significantly more important than price for determining acceptability, though price becomes the determining factor once proposals are deemed acceptable. The NAICS code is 811310, and the contract is firm-fixed price. Questions and quotes must be emailed to khalilah_brown@fws.gov.
