About this opportunity
NASA's Shared Services Center issued a sole-source capability posting on August 4, 2026 for two electrolysis stacks and one fuel cell stack to support lunar water-to-rocket-propellant conversion technology, with capability statements due by 1:00 p.m. CST on August 7, 2026. NASA intends to award a sole-source contract to GINER, INC. under FAR 12.102(a), determining GINER as the sole provider of these specific items; however, the Government will evaluate submitted capabilities and qualifications to determine whether to conduct the procurement on a competitive basis, with final discretion retained by NASA.
The procurement will be conducted as a commercial acquisition under FAR Part 12. Deliverables consist of two existing Ipswich Electrolyzer stacks (one 25-cell and one 33-cell unit) and a 160 square centimeter active area non-flow-through fuel cell stack suitable for integration with a 250W balance of plant system. All items ship to NASA Johnson Space Center, Building 420, 2101 NASA Parkway, Houston, Texas 77058.
Interested organizations must submit written capabilities and qualifications only—no quotes—to Cara Craft (cara.s.craft@nasa.gov) or Bobbie Young (Bobbie.j.young@nasa.gov). Oral communications are not acceptable. NAICS code 541715 (Research and Development in Physical, Engineering, and Life Sciences) applies. Performance occurs at NASA Johnson Space Center.
