About this opportunity

The Naval Undersea Warfare Center Division, Keyport is conducting market research to identify suppliers capable of providing one Toxic Vapor Analyzer (TVA) 2020 with specific technical configuration including 120 Vac 50/60 Hz power, Flame Ionization Detector (FID), enhanced probe, transportation case, and hydrogen refill assembly. The equipment must meet ETL US Class 1 Div 1 Groups A-D T3, ATEX, IECEx, and CSA certifications, and include comprehensive accessories such as enhanced probe, transportation case, carrying strap, battery, battery charger, charger cables, service tool kit, hydrogen tank, and instructions. Additionally, one calibration kit for the TVA 2020 is required as part of the procurement. Interested parties must complete the attached "Questionnaire for Industry" document and submit responses via email to naomi.n.newton2.civ@us.navy.mil by October 28, 2025. The government emphasizes that responses are voluntary with no financial responsibility assumed, and contractors must adhere to Operations Security (OPSEC) requirements while ensuring no classified, controlled unclassified, or arms export controlled information is included in submissions.

This pre-solicitation notice does not utilize any set-aside designations, making it open to all qualified vendors regardless of business size or socioeconomic status. No incumbent contractors or current service providers are identified in the notice, suggesting this may be a new requirement or the government is seeking alternative sources. The procurement involves a single unit of the TVA 2020 toxic vapor analyzer along with one calibration kit, indicating a relatively small-scale acquisition focused on specialized scientific equipment. No specific budget ranges or estimated award values are disclosed in the sources sought notice, which is typical for market research activities where the government is gathering pricing information from potential suppliers. The timeline for this market research phase extends through October 28, 2025, after which the government will likely analyze responses to inform future solicitation strategies.
