About this opportunity
The Air Force Test Center (AFTC), a component of the Department of the Air Force Materiel Command, is conducting market research to identify vendors capable of providing one Woods TBW12.40 Turf Batwing Finish Mower or an equivalent mower deck for delivery to Eglin Air Force Base, Duke Field. Interested vendors must submit capability statements demonstrating their ability to provide and deliver the equipment, with responses due by April 30, 2026. The required mower must meet detailed salient characteristics specifications, including a 12-foot minimum flexible wing configuration with two 48-inch wing decks and one 60-inch center deck, constructed of 0.179-inch 7-gauge steel with fully baffled decks, four gearboxes rated for minimum 100 HP input, and compliance with ASABE safety standards. The government is not requesting formal proposals or quotes at this stage, and responses submitted are not considered binding offers; rather, this pre-solicitation notice is intended to gauge market capability prior to potential formal solicitation. All prospective contractors must be registered in the System for Award Management (SAM) database and should indicate their business size relative to the 1500-employee NAICS size standard for this procurement.
This acquisition is set aside as a Total Small Business opportunity and welcomes responses from all small business categories, including 8(a) firms, HUBZone-certified businesses, Economically Disadvantaged Woman-Owned Small Businesses (EDWOSB), Woman-Owned Small Businesses (WOSB), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB). No incumbent contractor or previous award value is identified in this pre-solicitation notice, as this represents initial market research rather than a funded solicitation. The procurement is assigned NAICS code 333112 (Lawn and Garden Tractor and Home Lawn and Garden Equipment Manufacturing) with a PSC category of 3720 (Harvesting Equipment), and respondents must indicate their socio-economic status and foreign ownership status in their capability statements. The contractor selected will be responsible for coordinating delivery between 0645 and 1630 hours with at least one business day advance notice and providing on-site equipment setup and operational training by a certified sales representative at no additional cost. The government reserves the right to consider a small business set-aside based on capability statement responses and retains sole discretion regarding whether to proceed with a formal solicitation.

Information submitted in response to this Sources Sought notice is strictly voluntary. This notice does not constitute a commitment by the Government, and the Government will not reimburse any costs associated with the preparation or submission of data in response to this announcement. Respondents will not be individually notified regarding the results of the Government’s assessment. However, the information received will be a primary factor in determining the final acquisition strategy—specifically, whether a future solicitation will be conducted as full and open competition or as a set-aside for a specific small business program.
CAPABILITIES STATEMENT: All interested vendors shall submit a capabilities statement that explicitly demonstrates their capability to provide/perform the requirement stated in this notice. The capabilities statement should be brief and concise yet clearly demonstrate an ability to meet the stated requirement. Small businesses with only partial capabilities of this requirement are encouraged to submit their capabilities statement demonstrating the portion of the requirement they are capable of providing/performing. This information will allow the Government to identify areas of possible breakout or possible subcontracting opportunities.
