About this opportunity

The Defense Logistics Agency Aviation is seeking to procure aircraft turbine components under the classification of "Other Aircraft Parts and Auxiliary Equipment Manufacturing" (NAICS 336413), specifically related to aircraft air conditioning, heating, and pressurizing equipment (PSC 1660). This pre-solicitation notice references solicitation SPRTA1-25-Q-0392 for PR 25-01654, which was posted on June 13, 2025, with a due date of July 14, 2025. The agency has waived the standard synopsis requirement under FAR 5.202(a)(13) because the acquisition amount is not expected to exceed the simplified acquisition threshold. The complete solicitation package will be made available through the Government Point of Entry (GPE), and offerors will be permitted to respond electronically via email. The procurement falls under electronic commerce provisions as defined in 41 USC section 426, allowing for streamlined acquisition procedures.

This opportunity does not utilize any set-aside designations and is open to all qualified contractors. The notice does not specify any incumbent contractors or identify potential vendors currently providing these services. While the exact contract value is not disclosed, the agency's reference to the simplified acquisition threshold indicates the total value will not exceed $250,000. No specific quantities of turbine components or delivery timelines are mentioned in this pre-solicitation notice. The electronic submission process suggests the agency is prioritizing efficiency and accessibility for potential offerors responding to this aircraft parts procurement. Additional details regarding quantities, specifications, and performance requirements will likely be provided in the full solicitation package available through the GPE system.

Notice text

Exception is taken to this requirement solicitation SPRTA1-25-Q-0392 for PR 25-01654 of the synopsis publicizing IAW with FAR 5.202(a)(13), exception:

  1. Is for an amount not expected to exceed the simplified acquisition threshold.
  2. Will be made through a means that provides access to the notice of proposed contract action through the GPE.
  3. Permits the public to respond to the solicitation electronically.

Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.

Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
