About this opportunity
The Kentucky Air National Guard has published a Special Notice announcing its intent to award a sole source purchase order to Butler Parachute Systems, Inc. for complete TT-1000 Tandem Systems. This notice is categorized as a Total Small Business set-aside opportunity under the Department of the Army National Guard. Butler Parachute Systems, Inc., located in Roanoke, Virginia, is identified as the sole manufacturer and distributor of the TT-1000 Tandem Parachute System. The notice was posted on July 23, 2025, and explicitly states that this is not a request for competitive proposals. The procurement falls under NAICS code 314999 for miscellaneous textile product mills and PSC code 1670 for parachutes and related equipment.
The primary purpose of this sole source procurement is to ensure the Kentucky Air National Guard Special Tactics Squadron can adhere to various Air Force requirements and Technical Orders through standardized parachute systems. The government has determined that any deviation from these standardized parachutes may hinder mission success and create confusion among aircrew and technicians. Interested parties who believe they can meet the requirements have until August 8, 2025, to submit written information describing their capabilities, though the original notice indicates a closing date of August 1, 2025, at 10:00 AM Eastern Standard Time. The accompanying justification document reveals that these TT1000 gen 3 systems have been tested and fielded by Special Operations and Georgia Air Force units over twenty years and are listed on the AFSOC Approved Use List. The government retains sole discretion in determining whether to conduct a competitive procurement based on any responses received to this notice.
